So that's why I think that it's people's fault to feel scared. If someone feels scared, then read the rules, and learn what you can/can't do. Then you'll see that there's nothing to be scared of.
I actually want have a little bit of a nitpick at that first part. It doesn't apply to everyone, but it's a way of looking at things that does stay true to how some people see figures that are higher than them, erm, socially. I would personally only want to PM a mod as a last resort, to clear up something that was actually bothering me. The last time I did something like that was in 2007, and it's not really that hard to work out what it was I was messaging the mod about. I have a bit of a thing about PMing mods, as much as I encourage newer users to do it if they're confused. Again, it's a personal thing, but some people might feel the same way as I do. A softy I am, indeed.
I prefer to see how things work out in practice on the forums, at least most of the time. I realise that the rules are important if you just want to enjoy your time here like you should, but I think looking around and learning about the place is important too. I think regulars should steadily drop the typical attitude when seeing a post by a new user, a post that is perfectly fine and discussing a perfectly acceptable topic. In an extreme case, I think it would be better for some regulars and mods to be less "hilarious" and "badass" when it comes to new users. Again, I'm not suggesting you let all new users get away with murder, but I'm saying that we're intelligent enough not to be overly hateful with them. Maybe I'm being a little optimistic... users that blatantly break the rules should be banned for it, but a lot of people aren't that bad. Eh, I'm just this little inexperienced kid I suppose.

It doesn't really help either "side" to go into some sort of conflict over the BBS. I like to think most people can talk to each other as they wish, without random arguments spurting from nowhere. I agree that mods and regulars should be listened to if you want to understand the technicalities of the BBS (in that what's acceptable and what's not, etc.), but you need to be interacting with everyone and simply having fun if you want the full "NG experience" (at least, the experience that goes with the BBS). While I believe you're trying to be funny by saying we should... ahem, vote for you, I don't think you're helping what the problem, whatever that might be. Hmm.
