I can't speak for every other moderator, but my take on birthday threads is that they're a time to lighten up and let a user have some fun on their birthday. They generally only last a day, and if they go over we can just lock them because it's not their birthday any longer.
At the same time, users who make their own birthday threads generally get them locked because it's too easy to lie about it every few weeks for a new birthday thread.
