Uh... Warcraft 3. Easily the worst lip-synching I've ever seen. The characters run a 2 second speaking animation over and over again, with no variation, no matter what they're saying.

Resident evil outbreak. Sometimes, even the subtitles don't match what their saying...
It still doesn't ruin it, though. best Resi Spin off in my opinion.

Rainbow Six Vegas 2, the first game was lip synced to English, but this game is lip synced to French, and since there's no option to change the language, you're pretty much buggered.

Oh, also the first Commandos game. They don't even bother trying to lip sync. When you select or order a commando their lips just open and close a few times, often carrying on after the guy has stopped talking. I would have preferred static images for the character portraits.
