1. should a newbe consider doing a 14 episode animated series .2 work on a small sample project so that way people can help or 3. keep asking for help on new grounds before tempting anything

2) The 14-episode-series is too ambitious for the level you are calling yourself. Start small. Practice a lot. If you aren't overly proud with your work, don't submit it just yet. When you really think you got something decent, then you can submit it.

I would do 2 and the first half of 3. There's no such thing as too much practice.
