Because YouTube is shit and it doesn't remove copyrighted material unless the author(s) claim(s) it. NG is different though, you'll always get your audio deleted if it's not your own. For more information, read the "audio information" at the bottom of the audio submitting page.
That's not because YouTube is shit (though many people say it is, and there certainly are a hell of a lot of commenters working every day to make it as shitty as possible), it's because YouTube is about 10,000x as busy as NG.
If NG had as much flash/audio portal submissions as youtube has new videos coming in every day... NG would start to remove copyrighted things slower, too.
To stay on top of things as well as NG does (which isn't 100%, but is pretty well), YouTube would need to be 50% mods/admins, 50% submitters.
