I'm pretty sure that right now these aren't permitted on the Art Portal beause they are photography. It seems that the portal may be the perfect spot to release Motivational Posters and possibly even FAIL pics. Does NG think this is a good idea?

No. The Art Portal as it stands now is not for photography, motivational posters would be fine as long as you drew them and designed them yourself, and that they are rather well made.
However fail pictures have absolutely no place in the art portal, or the art forum for that matter. Unless they are extremely artistically done, which they never are, they are not art.
