Supposing it's not shopped, then you my friend are utterly screwed. You should install and uninstall windows whenever possible. I would say it looks similar to a virus that put a malicious script into your uninstaller.
If you don't want to go to that extent, you can try getting a free trial of Kaspersky internet security.

Installers and Uninstallers are often made sloppy and contain no text or have screwed up text. You just simply uninstalled a program with a shitty uninstaller, that's all. Not rocket science.

Get Ubuntu.

1) Open up Notepad.exe
2) Type:
