I have posted around 3 artworks to the new Art Portal. But none of them have been rated. Where the user rating thing is supposed to be, there's a picture of NeNe that says, "This user has not been scouted yet" (as in the picture included in this post). What does this mean? And when can my artworks start being rated?

you have to be scouted by another user who is authorized to scout you. This will happen when someone notices that you have artwork that is worth going into the Art Portal, so you just have to keep trying to make better artwork if it appears that no one is noticing you.

People can see uncouted art in people's userpages and in the uncouted section of the art portal (only visible to scouted people). People who aren't scouted can recommend art for the art portal so other scouted members and mods will scout them.
Don't worry, if you submit quality art, you WILL be scouted ;)
