I would like to know if information for Web Design & other website info belongs here. I would also like to know the essentials of starting a web site and etc. I would also like to know if there are any people who do web layouts, etc. looking for work, because I am looking to hire.

Yes this is the place for all things web-design related. And yes there are a few people here who are available for hire, either for web-design work or programming. In fact I'm one of them.
More details on the project, a timeframe and an available budget would be helpful starting points.

I won't say use google but I will tell you that you could've used the forum search, read through old posts in this forum, and/or lurked for a while to find out all of the answers to your questions.
Budget is not to exceed $5,000 Canadian MAX
I would like it to be done as cheap as possible by the end of the summer, I want the skeleton and then add on more later.
Website is supposed to be a game review site, with multiple critics (5), I also would like a BBS
Later on I would like:
Give members the ability to review games personally
Add links to where people can purchase games
Have advertisements for income
Have a news feed/blog for recent events in the industry
Larger forums
Sections for fan art
Something like that. I would like the site to have low operating costs once it is up and running, if not have it turn a profit.
Do you have a webhost with a decent amount of disk space and bandwidth? Domain? These are probably the most important things at this point.

Well if you hire someone you have to discuss alot, probably the most important part for you would be who would do the maintenance on the website after your site launched. Are you willing to look for how basic html / css sheets work and what the functions are or do you want the creator to keep maintaining the website. well good luck.

I never heard of either one of those hosts but I hope you weren't looking into the personal hosting packages. You really can't go with shared hosting for the type of site you want to create, especially because your site will be down more than it's up. You'll probably want to start off with the highest personal shared package you can get, then you'll most likely need to move to a dedicated server, and then eventually you may even need a VPS but a VPS or even a dedicated server is too advanced for you.
Also as someone pointed out, who's going to be the one to maintain the site? You'll need to learn something http://www.w3schools.com for (X)HTML, CSS and then PHP & MySQL.
You're in over your head if you plan on doing the site yourself. You need to find someone to build it for you that knows multiple web languages (Javascript, PHP/ASP, Mysql/SQL, DHTML, XML), etc.
