That's a guy, he's a bomb, bomberman is whipping him. It's Bomberman GBA. Like, the second upgrade is the whip, it lets you smack bombs around.

Lol, double post revision fail. It's Kickbomb in the multiplayer one, but Whip in the GBA version. Also, in the GBA version he dresses like indiana jones for some reason?

I'm pretty sure it does. Muscley men in suits themed like characters is just one theme that EVERYONE seems to be going for.

It's not the only theme.

It's just art that is nothing like how the game is in reality but is still relatable to the game. Just like the megaman box art is. And just like you've drawn those guys.
