He told her 9 times he would taze her if she didn't submit, and she was uncontiously forcing him towards the road with her body actions.

I don't get how they can justify this, the tazer should be used only as a replacement for a gun which should be used in a dangerous situation, how can she hurt him? She can't, ridiculous use of his tazer.
Both party's are at fault here.
The old lady was being unco-operative and was attempting to get back into her vehicle, disobeying the police officer.
The police officer reacted with what is undeniably too much force. He was a huge guy and could've just cuffed her. He did warn he several times he'd tazer her if she didn't behave. She continued to be unruly. Bam.
The old bat got what was coming to her and the policeman overreacted a lot. Neither of them are in the right here.

Just because you are old, doesn't give you a free ride. She was speeding, she got a ticket, she should accept it and go on
I do think it would have been easy to overpower her and handcuff her, but perhaps he thought being to physically forceful could hurt an older more fragile woman? And he knew a taser would just incapacitate her?
