Either way, that is fucking horrible. There's no reason to skin and mutilate cats, dead or alive, and knowing that this cat belonged to a young girl at one point and then finding out that someone nearby them killed, skinned, and mutilated the cat is just devestating.

This is not some ordinary isolated case of animal abuse. You have a psychopath going around kidnapping and torturing house cats to death. People, especially those who own cats, are going to be concerned, and that is where the media comes in. Not to mention, this man could at any given moment escalate and start targetting people, so it is best the police treat this case as a high priority. The media attention can play a big role in the investigation.
Yes, it is newsworthy. And no, PETA wouldn't give a fuck.
