Yea you can, I have a remix of one of Basshunter's song on my submissions, if you changed the melody and used your sounds, then its a remix and therfore you made it, but you must credit the original author for it.
I'm not 100% sure if you cant, but I think you can, well atleast I think lol, I posted a remix and nothing happened.
