I don't know, there are people who really like that style and then there are those that don't. There's something about it though in Tom goes to the mayor that I just thoroughly enjoy. The style lends itself, perhaps, but I've always had a harder time with live action versions. Plus, there's usually some recognizable plot in Tom goes to the Mayor, even if its not very deep.
Someone already pointed out that its related to spoofing tv norms, and that's fine, but I just have a hard time with that style. Will Ferrel grates on me sometimes as well. Taledega nights was fine, but I had a hard time with Anchorman. So, I may not be the BEST critique of all comedy out there. I'd recommend watching it yourself, but its as on and off for me as MadTV was in its good days (which may have only been a season that I didn't watch too much of because I just didn't enjoy the episode through to completion).
