Hi, can you guys tell me what is the best voice recording software to make a toon? And what are the voice recording techniques (like i record every voice in ONE file, then put that in my toon or is there any other way)?

Hmmm.
I'm gonna tell you something awful. Audacity will totally hook up for you, and you can usually get that for free. The real trick is investing in a semi-decent microphone. You don't have to spend a million dollars, or anything. You just need something slightly better than the idiotic pc mic they sell at Radio Shack. Hell, some laptops these days come with better stuff standard. You can get a Blue SnoBall USB mic for under 100$ US, and it's higher quality than you will ever need for a Flash. :D

Yeah, get Audacity. It'll do just fine for your purposes, unless you want to do something studio quality, then you should get ready to shell out cash.
As for how to record, you're probably better off recording your dialogue and cutting it up into multiple WAV files, maybe one per line. That way, you can change when it happens (and on what frame) rather than change your animation according to your dialogue.

It's all about the microphone you use, a condenser is required really. I've found the AKG C3000B is great for pretty much everything (if my audio portal submissions ever get approved you can hear that in action)
From the recording software you're really looking for something that will let you do dynamic range compression. Anything that supports VST plugins really.

I use a recording Program called Cubase LE4 it is really high quality recording. I got it with my recording studio for my guitar.
