The other thing is do you want a "fake" synth like Omnisphere that contains the samples already? Or a real synth that lets you go from a sine wave to a saw bass.

Ehhh, I was being serious :[. Either of those synths would be a good introduction to synthesis, and will last for a very long time. Plus they are among the best sounding VA synths in their price range.
If they are indeed out of his budget, all he needs to do is say so, and I can suggest something a little more modest.

If you're just starting, I'd recommend the Roland Sh-201 or the Alesis Micron. :)
