Need a Artist or animator

Ok so people keep bugging me about something and i wanna do it...but i can;t...i wanna make a small flash...... but with my budget and materials...Aka: my crappy comp that can;t download tools needed for the flash..i can;t do it.. Would anyone be willing to make a flash with my idea's?..i have millions...well thought out..even images for good examples...If not..Thats fine.
