Part of drawing Anime is physical distortion of the character. The face itself is typically drawn smaller, the eyes larger, smaller mouth and nose for a "cute" effect, but it usually results in the character looking not of consenting age.

As far as child porn in an anime...... I'm not entirerly sure on this one. But couldn't the countless Sailor Moon hentai websites out there be considered child porno, considering that the portrayed characters are supposed to be 14 years old each?

Is it wrong? In my opinion, yes. But is it better than actual real child pornography? Absolutely, pedophiles are going to "feed their need" no matter what so I'd rather have them watching hentai than to have them lurk around playgrounds.
