After seeing the Autobahn during WWII, Eisenhower thought the Americans could something like it. It wasn't thought up by the Nazis though. Construction on it was started before they came to power. The Nazis did however speed up and expand the idea, as it was easier to transport military equipment on it.

That was done because fuel was needed more for the war effort than domestic use. Everything that was important to the war effort (gas, steel, aluminum, food, tires, etc) was rationed.
A similar one i remember seeing in a book said "driving like sap, working for Japan" (the short word for one was used) , in other words it meant don't drive any faster than nessisary to save gas.
