Tenchu, it has a stronger atmosphere than any other game. So awesome to sneak up on people and cut their neck with a sword.

Even tough Metal Gear was stealth, it wasnt stealthy enough, so i would have to say Splinter Cell

I love the Hitman series.
Does anyone know if their will be another game being added to the series at any point? I remember hearing that Blood Money was the last, but the ending left me thinking that there would be another.

Metal Gear Solid takes the stealth cheese so fast you cannot even smell it. Clancy's Splinter Sell and Hitman fail in comparison.

When the OP states his "best of" as one game that's been out for a millisecond, and one that isn't even out yet; the sense of the OP has to be brought into question.

1. Metal Gear Solid 3, this is the most stealthy one of the lot, and is my favourite. 2. Splinter cell double agent, I've not really played any of the others, and I really enjoyed this one. 3. Hitman blood money, again I've not played any of the others, I'm sure some are better. :3

I'm sorry, but MGS didn't requirenearly as much stealth gameplay as Splinter Cell or Thief did.

Stealth is always the best way to go. More fun that way. But yeah, Stealth is never required, but it sure does help if you know a boss is coming up and want to save your ammo.

I suppose my comment wasn't thought through all that much. There's me saying that Hitman is the best stealth game and there is no stealth required for the most part. You can approach the levels as you want.
Some games though, like Splinter Cell if I remember correctly, do require stealth as they have alarm systems that if set of make you fail the level, or at least make things much more difficult for the player.
