It's a cheap way to entertain yourself, saying something to someone that you know they won't understand. They're not coming across as insulting to the policemen, because they don't even know what they're saying. It's really just an immature, dumb joke. Some buddies of mine and me did that to a Mexican friend of ours (and he was a friend, we were just fucking with him) with talking about "cock" instead of "cod" which we were eating at this restaurant. He caught on eventually. These guys didn't.
