I have been wondering that.
I think it's cos he is shy. Well probably not! If he was so shy he wouldn't kill zombies!

He's not really mute.

Just a silent character.

You're supposed to be the character. Your own automatic emotional responses become Gordon Freeman's. I'm fairly certain that's what Valve intends, at least. How much weight gets put into that is entirely dependent on the player. For me Gordon is angry when I' m angry and screaming obscenities when I am, but for you he's just some mute dude running around killing stuff.

What I assumed was that Valve already took the 'Silent Protagonist' as a cliche, since it has been a staple for many games, and worked around or with that. Say for instance when characters remark about how quiet Gordon is, I know Alex does at least. Not to mention the way characters don't ask Gordon questions that they expect answers to, like they know he's not going to answer back.

Because he's an awful character to begin with. Unfortunately, morons who own HL2 and HL extol him as being the greatest video game protagonist of all time.

He's not as bad as like Acro the Bat. At least he has substance.

I like to think he's mute, since otherwise he would grunt when getting hurt.

When you take damage from falling he does.

Also HL1 talks about a phone call Gordon had with someone, so he can talk.

No, that's the suit reacting with static.

But you never know, it might have been a video call - and I would assume if Gordon is Mute, he'd be well acquainted with sign language... or perhaps the HEV suit talks for him? If it can protect him from a rocket straight to the body, I wouldn't be too surprised...

I love the way freeman doesn't talk becuase you can really get emersed in the character also becuase the game never leaves his point of view.
