What exactly does Sony Vegas Pro 8 do?
What can you do with it specifically?
I am pretty sure it works with flash.

I use it for editing videos...screen-captured videos specifically. You can make sweet effects easily and use it for game trailers or something

It's a video and audio track editor, like Adobe Premiere but easier to create quick stuff.

And even though it has got a few effects they're nothing special, mediocre at best.
If you want effects, get After Effects.

Vegas is used best when cutting together the finished project, adding and tweaking audio tracks works exceptionally good!
