I think that's just there to prevent immature people who would want to put their favorite music by other artists onto the audio portal.

Seriously, who the fuck cares? Hundrets of people (well maybe not) sign up on newgrounds every day and some even submit music (lawl). When their stuff goes through validation I don't care about the age, I listen to the track because it's no difference if you're 13 or 21. If you submit a Naruto or Linkin Park song, well...you're done for.
