If I can't fix it, i'm considering just wiping the harddrive and installing a new OS, will that work? Or is it something beyond the system files?

I don't know. If I don't have your computer in front of me, I can't accurately diagnose any problems. That's why I suggested taking it in. Although it sounds like it's beyond the system files.
newgrounds isn't the best place to ask this type of stuff. You'll mostly get "delete system32" every other post

Not you. I was referring to the moron that thinks, "delete system32" is funny.
Buy 8gb RAM or delete the C:\Windows\System32 folder.
that error means that there is not enough ram to do even the most simple of tasks.. either you are trying to run a current OS on a commodore 64, or your computer got dropped on its CPU one too many times.
