There's a big old list of music production software for the mac. One quick google search away. I can't tell you if any of this does exactly what you want, but I think you're capable of that research, yes?
8-bit music is actually music made with basic sounds, like sine wav.
You can make that with any program that have some generators (software synths) and even Garage Band have those.
If you don't want to use it, you can try Mu.Lab, that works with Mac, Windows and Linux, it's FREE and come with two modular synths and two samplers.
