old tv movie, made by the same people who made hey arnold. They were trying to cast a series for cartoon network, but the movie was all that remained..
anyone remember actually watching the movie and thinking "hey, this looks a shit ton like hey arnold"..

never saw the movie itself but from the pic you posted i recognize the same animation style
