I like the overall cartoon feel so I don't think I would give it any special texture, although, you could add pinstripes (make them just a few shades lighter than the color of the shirt) if you wanted to make it look a little less blank.

Personally, I think everything in the picture needs harsher shading. Personally, I prefer to have three tones of shading; light, medium, and dark. I think the addition of an extra darker shading tone allover might help it look a bit less flat, but, that's just my opinion.
Also, you didn't specifically ask this but I think there's a little too much shading on her face, particularly on the left side where her hand is, but again, that might just be me. But I do think you should avoid making her face too dark. Maybe add some skin tone highlights too? (not just on the face, but, all over).
3) Fixing those goddamn lines. (Thats what you can for drawing, finelining and taking a photo instead of either getting a scanner or a tablet)
Most of the lines look fine. Her hand looks a little weird, and, if she's running her fingers through her hair like that, I think that front part of her hair would be lifted up more than what we're seeing now, and we'd actually see her fingers interlaced with her hair (though, I guess not necessarily since it would just depend on how her hair fell potentially). I think her eyelashes need to be smaller and more delicate, and they should be on the bottom of the eyelid as well as the top.
4) Hair brushes for phototshop? Any recommendations?
5) Actually stick to an event idea.
Can't offer much help with those last two, but I'm sure you'll think of something clever. Anyway, it looks good overall.
