My interpretation of it is that it's saying that it's good to be yourself, but not to the point that you're obnoxious or distracting.

I haven't made up my mind about whether or not I agree with this. I guess it depends on the circumstances and and the situation at hand.

Our school put loads of posters up for an inspection and one said "Self control is knowing you can but deciding you won't." I then started using that as an excuse not to do homework.

"Why didn't you do your homework?"
"Self control"
"What?"
"That poster outside, self control is knowing you can but deciding you won't. I know I can do the homework, but I decided not to."

They took the poster down... :(

Seems like a behavioral conditioner. It's like saying going with the crowd is always better than what you as an individual think you should do. That being unique is bad. And I'm sure I'm not the only one who almost feels like the phrase has communistic undertones.
