If it exports to .swf format, yes. Otherwise, no.

I've used Anime Studio, which I think it's pretty kickass that Flash has adapted a Bone Tool for CS4 similar to the Anime Studio one... I know you can export to .avi format, but I think you'd have to also convert the file to an .flv player for that to even run for Newgrounds.

You can embed video in Flash, but it's still video. Upload video to Youtube.
