Perfectly distracted, happy, eyes closed. The fact that someone is about to take them out with a long-range rifle or come up behind and slash his or her thought is the farthest thing from his or her mind.

When you see somebody wearing those really douchey sunglasses with the blinds on them. You could run up and punch them in the face. They probably wouldn't see it coming or know who did it.
When you feel comfortable enough to kill someone that you are willing to gamble your own life on it.
Seriously, there are so many moments in the day when a person isn't aware of his surroundings because of the busy, peaceful life we live. The hard part isn't killing the person, it's getting away from the authorities.
Isn't too hard in my area, especially if you have something
to jam the signals of cell phones. Once you do that, basically everyone around that guy is probably going to freak out caring more about themself than that guy. Basic human nature.
Though if the guy is protected, poisoning is probably a more subtle way to kill someone. As they are of course less traceable than a bullet or even a knife (though you could use a bomb, but that's kind of messy for a 1 man killing don't ya think?)
