what is this really old game?

back in the 90's I had a game that I enjoyed.
One day, I accidently deleted it and it's been on my mind since.
(gee, now I think about it, it's been a long time)

anyways, the game is really old, just repeating that, and
the main character looks like he has a red and/or blue suit (can't remember) and the helmet has a black visor.
I believe he can shoot out bullets or whatever and as he goes around the map, I'll call it a map for the lack of a better word (not side scrolling)
there are packman like things that shoots out bullets too.
sometimes the map has ladders and moving platforms too.
When he dies, he just falls and keeps falling upside down until "game over" shows.
that's the best I can describe out of my fading memory.
so..any ideas on what this could be?

Let me see if I got this right:

Computer game from the 90s featuring a guy in either red or blue who shoots bullets at things that occasionally shoot back. Also, there are platform jumps and ladders.

Man, I hope you can remember more, that sounds like every video game ever made between the years 1983 and 1994. Is it Contra? MegaMan? :)

it's far more simpler than megaman and contra.
the character is really small btw lol
I think he shoots out yellow stuff? (the visor on his helmet is black)
