The TV show came after the movie. They are main characters in Kevin Smith's View Askew-niverse, finally getting their own movie, aptly titled "Jay and Silent Bob Strike Back." They pushed out a TV show after, based on the Clerks series.

I actually got to meet them both at their store in Red Bank, NJ which is only about 5-10 minutes from my house and i am there every Saturday for guitar lessons.
In the store they have almost everything autographed it is crazy.
