Lego Rock Raiders.
No, I'm serious, that game rocks. It has little action, and is mostly building. However, it is still damned fun. I can't even go into the details, they really went all out for that game.

I never played dungeon keeper 2. I'm told that Rock Raiders is actually more similar to Dune II.
Here's what you do. You're in an alien planet. In each level, you need to get a certain amount of crystals. Crystals can be found by drilling through rock. Since there are varying levels of rock hardness, you will need to research and create more powerful drilling tools. Since the whole of the game is underground, you have limited oxygen. You can create a certain building that can create oxygen. This building can also be used to train troops. Each troop has no abilities at beginning. They can build some basic structures, and drill the weakest forms of rock. You can train them to become pilots, sailors, geologists, drivers, etc. Some will be needed to defend your base. This is a smaller part of the game, but you will still see some enemies about. Your guns won't kill them. However, they can push the enemies away from your base (and maybe into some lava), freeze them in a block of ice, etc. You can even build pathways. A troop will take a long time to pass a rocky pathway. Tell him to use his shovel, and he will clear the pathway. If you have enough resources, you can even build "power path". You move the fastest on power paths, and these power paths can be connected to each building to provide them with electricity.
Dammnit. I said I won't go into details. Let me tell you, I missed a lot of details. It's like trying to explain everything you can do in Starcraft. There is just too damn much. If you get the game, here is a link to a fansite. They post mods there on a regular basis. This game has a pretty big userbase, and a PS1 port.
Lego just doesn't make them like they used to...

Indeed. The only rts I spent real time was Command and conquer. I remember playing it on the ps1 when I was little. Been meaning to pick up warcraft for a while.
