Sorry if this is off topic... I am planning on setting up a website, does anybody know where to get a forum just like this one?

I would like almost identical features especially the thread mood when posting the forums.

Again sorry if this is off topic, I figured it was a "how to"

This BBS was built and designed by the site staff, so, no, you're not going to find an identical one to download.

I think the most common forum type that people use is called 'phpbb', try getting that.

Well, you can get a forum sort of like the NG BBS at a site like ProBoards.

Mind you, it wouldn't have the post emotes and the ability to upload images (unless you paid for that).

But it's a good start for setting up a simple forum.

But does the paid version have emotes and image uploades?

Also how do I get my site to handle user signups/logins and shopping carts as well as a forum like this is there a bundle for these things?

I wouldn't suggest ProBoards, personally I prefer almost every single other Forum host to them. PHPBB is good for developers, though for users it isn't very nice at all. In my experience, SMF (Simple Machines Forum) is the easiest free forum host to use. If you want a store, then I think that SMF support them, though I'd suggest running something like CafePress offhand.
