Pink Floyd is an obvious duh. The Beatles - Rubber Soul and onward.. Hendrix. It really depends on what you're into I suppose. I like to listen to the Flaming Lips, Animal Collective, Olivia Tremor Control, Radiohead. Could go in the direction of Atlas Sound or his other band Deer Hunter. Been listening to a lot of Elephant 6 bands lately (Olivia Tremor Control being one of them), which also includes Of Montreal, Neutral Milk Hotel, Beulah, The Apples in Stereo, and Elfpower.. and several others.
Reggae is always a good choice, listen to Dub Side of the Moon, it's a reggae version of Dark Side of the Moon, pretty good stuff. De Facto is another dub band, side project of two of the guys from when they were At The Drive In still.
There's some good 60s revival bands like Brian Jonestown Massacre, they are good to listen to stoned.
Any of Les Claypool's bands would be good, especially Oysterhead as it's got Trey from Phish in there. Oh yeah, recently someone gave me an Acron/Family CD, that's a good one, too.
Looking at your favorites band list (after I've made this post) I've decided this is almost a hopeless mission, and I was doomed to fail from the start. I suppose if you like anything I've offered you can just PM me and I'll shoot you some more ideas.

Slowdive. I've listened to a bunch of stereotypical stoner music and never got the same effect as I do while listening to Slowdive. Nothing has been able to touch Slowdive. Their album Souvlaki is absolutely perfect for listening to while high. Can really feel it, though I feel it takes those rare and special people to really appreciate an album such as this one.
Could just lay there and die to the music, in all honesty.
