Making music out of loops in Flash

I have several loops which can be combined in various ways to form multiple coherent pieces of music. Would it be a smart action to take these loops and place them in Flash running parallel/consecutively in regards to each other to create compositions? And before that, is there actually any way to do it? Perhaps to put them all in a movie clip to place in some scene or some such? Put them on different timelines, using actions to signal a change from one loop or sound pattern to the next? Like FL Studio?

I'll bet this is clear as mud, my question, but oh well.
