I think that whilst the thinking behind the idea is rather nice, it has a fair few disadvantages (other than the work and effort that would go into making such a change).
Firstly, and most importantly, it would segregate authors of different abilities (more than they already are).
A great thing about NG is being able to compete against professionals and being cast into another 'league' would just be patronising and insulting, specially to new authors who have already been using Flash for years and are merely new to NG.
The thrill of comparing your Flash's performance against others would be lost.
It would be unecessary confusion aswell, both for authors and viewers. Would they always remember to vote kindly in the lower league? How would they know how much kinder to vote?
What happens to their old films when an author is 'promoted'?
In any case, if all a newbie wants to do is get some feedback and show their stuff as soon as possible (before it's been really finished - nearly always the case with first efforts), the upcoming alpha section would surely cater.
6. Edit and preview functions for the BBS.
I can think of reasons why an edit would be a bad idea. (It's annoying if someone replies to a comment made in a post, and it is later edited. Also, you shouldn't really be able to take back stuff you say - you can apologise, but you shouldn't be able to change history if you see what I mean. That may not make much sense, but I hope you understand my meaning.)
However, a preview function would be truly excellent.
I don't know if I'd bother using it much, but it might be nice for when you want to try out tags and would like to check they'll work properly.
Apart from the work involved in creating the function, and a slight bit of extra bandwidth consumption (for when people preview then post, rather than just posting) I can't see any disadvantages.
Hmm... actually, if the extra bandwidth consumption was significant enough to actually affect Flash downloads, I'd rather it wasn't implemented.
I doubt it'd be that much though. (Although I'm not amazingly well informed on the subject, and it involves a lot of guesswork about how many folk would bother to preview. - I'd guess a tiny percentage.)
