I don't think the old chat is even up anymore.

The chat on Newgrounds is not currently ready. However, there is an alternative chat room at the moment, click here.

Several time it has been said that the chat is ready, but it isn't up because it would be very hard to moderate, since it would be abused a lot.
According to this post by Tom, probably the NG chat will be released this year.
Anyway, we just have to wait.

The old chat was a javas window on the page which lead to an IRC room,
if you have an IRC program (like mIRC or chatzilla) you can get to the (still going) NG chat
server: irc.webmaster.com room: #newgrounds.com
or you can chat in any of the other places listed above.
