I recently bought a Dell Inspiron and I found out that their was a microphone and a camera.
I was wondering are their any good Recording programs preferably free? something like garage band for the Macs.

I would definitely recommend Goldwave. Just get the 'try' version and it pretty much does everything you want regardless of it being a trial.

Google would be your best bet. There are free recording programs being released all the time. It just depends on the one you want.
