Can mods make people admins?

So,I saw a thread where the mods explained the rules and I noticed a picture Dry-Ice posted.
Note the "admin" function above the user. Does this mean that mods can make people admins?

that is an example, the "admin" is clearly to let people know that its only used for a message..

No they cannot, but if enough mods recommend a user Wade can ask the user if they wish to have modship bestowed on them.

Mods don't have that kind of power. Mods are just police officers elected by Wade, or other existing mods. Admins are actual newgrounds employees.
