heres the scenario
but dont mock it for being outlandish
have fun :)
England and the years 2013
terrorists raid on biological weapons facility gone wrong
viable zombie virus released (coma and awakening instead of reanimation <like 28 days later)
hits small city eg: oxford on busy saturday
possibilities
A) the infected would be sucessfully arrested without any further spreading and be held in prison cell
B) all hell breaks loose britain is overrun
C) small outbreak but eventually controlled< diesease examined and tested on
D) goes full scale and "riots" are reporterd local police are overwhelmed, call in military
cordon of the area military quarantine
(subsections within D)
i) international armed forces are called in and eventaully destroy all virus carriers
ii) parliment secretly have back door descisions which are made which under the guise of a terrorist unit nuke oxford eradictating 99.8% of people within blast radius
iii) they eventually lose and B happens
take your pick or even add new options to it
but be sure to explain your answer with as much detail
remember britian not america
ps: i am personally intrested to see whether D) ii) sounds probable

Worst Case Zombie Scenario = Dead Set.
Talk about missing two golden opportunities with one stone, which happened to look like a shoddily-written script...
