The thing is, his movies don't make money, his biggest flop ever was this summer with "In the Name of the King", which cost $60 million in production, but only generated $10 million at the box office, meaning he is $50 million in the hole.
However, unlike most directors, he doesn't finance his movies via Hollywood studios (none will take him). Instead he has a tax shelter in Germany, and if you invest in a movie in Germany, you basically get 50% back from the government. Boll is able to acquire funding thanks to German tax laws that reward investments in film. The law allows investors in German-owned films to write off 100% of their investment as a tax deduction; it also allows them to invest borrowed money and write off any fees associated with the loan. The investor is then only required to pay taxes on the profits made by the movie; if the movie loses money, the investor gets a tax writeoff.
So basically when his movies fail, he's not the one who has to pick up the tab, the German government does, and by extension the tax-paying citizens of Germany. Why should the good people of Germany have to give their tax money to a failed director who never even breaks even in the box office?

World of Warcraft turned him down, Metal Gear Solid turnd him down, all the good games seem to have the good sense to turn him down.

Probably, but the fact that hundres of thousands of people have signed this petition, and his movies are so unmemorable that the vast majority of people have no idea who he is, I'd say this is a powerful statement to the people who just know he exists.
