I can't agree more, this is really bad. Theres a number of fairly good tutorials on how to draw manga on the net, theyre easy enough to find. google it.
Your's is alright, but mine was made in Paint so the lines were even.

i printed a whole book of tutorials from manga-tutorials.com and followed it step by step. You think i just presumed it was right?

look man i can take a book and follow steps too but that doesnt necessarily mean that the steps i took were executed correctly by me.
Most manga artists already have extensive knowledge and experiance of drawing human anatomy. You cant just jusp right into drawing anime looking shit, you have to actually have some drawing skills first and know about human anatomy and shading/lighting effects. Its not the best way to start drawing people either, because it messes up all your interpritations of scale on a human face and body. And female chest for that matter ¬_¬

Okay, my first advice for you is not to start with anime until you have the proportions of a real person down because drawing anime and having it look good is a lot harder than it seems. If you really want to learn anime, try getting a picture of a professional anime style character, either by buying a manga book or printing a picture off the internet, and reference it when you're drawing. Draw that character and without tracing, try to get it as close as possible.
Now, on to proportions. The face is far too wide. In both real life and in anime, faces are much thinner. Also, you've drawn the ears sticking out and they're drawn like you're looking at them from the side. When you look at a real person, you only see a small part of the ear.
The eyes are also too big. I know anime eyes are supposed to be big, but the eyes in your drawing are big in a way that they're disproportionately big in comparison to the size of the head.
Another thing is that the top of the hair at the part almost comes down below the hairline. Even in anime, either the hair lies flat and there's no issue, or when you have the hair sticking up like that, what you see isn't the scalp, it's the other side of the hair. Before drawing, you should sketch out lightly where the hairline and the top of the hair are going to be about and then add on from there making sure not to disturb those lines.
There are a few other change that I made, but they're too small for me to single out.
Don't give up on it, though. Everyone starts out rough and then gets better.

Just noticed that OP's pic looks like a tree with a face, the neck being the stump and the hair being the leaves. Just need some texture, lol.
i think you should make the head a little smaller and the ears smaller and make the eyes as my other reply.

It depends on the artist, actually. Technically, the OP's eyes are manga style, they're just not your manga style.
does anyone else think that the drawing contains too much forehead and not enough hair up front?

No I didn't. I've been drawing for aslong as I remember and I know for a fact I've never done shitime (see what I did there?).

That's because I did it in five minutes to give as a guide to what I was saying. And it's easier to sketch something on a white canvas than correct something that is out of proportion without completely recreating it.
My point in that paragraph was that if you don't have anything to say besides "this is terrible" with no constructive help to the OP, then you shouldn't even post.
I have a couple of things to say before i post my next picture.
1. Thank you InsertFunnyUserName and others who helped, rather than "This is terrible", "You suck ass" and that kinda shit.

I still think it looks like a tree OP, because it looks like grass at the bottom of the neck.
Im not much into drawing manga but if you really are insistent on drawing it i think you should draw some pictures that already exist, to give you a better feel of the genre your working with.
For example try drawing goku as best you can, including all his muscle detailing. For hair i would recommend something like naruto, because it seems to have soft and natural aproach ( in terms of manga ) to hair.
