Different people write previews and reviews. More importantly, the demos the developers show to the press are meant to highlight the best parts of the games, so of course the previews will contain mostly positives. Since the game isn't finished, it's difficult to really criticize a game, because issues can be ironed out later in development. Basically, previews should highlight the promise a game has, which is what IGN previews generally do, and reviews should give the final word on how everything turned out.
Also since they're on a tight schedule they play like 5 minutes of the game before reviewing it.
You surely know this as fact and are not just pulling this out of your ass. Please, IGN has a pretty large staff relative to other gaming sites. If you listen to any of the IGN podcasts, they generally mention which games they've completed and when the review is going up.
Also their site navigation is fucking retarded. Different sites for each console.
Or you can go to the main page which combines all three. I like their setup since it lets me find the news I care about (360, PS3 mostly) without having to sift through everything else.
IGN is probably my favorite video game website, though I like 1UP's podcasts more. Everyone brings up the God Hand review, but it's really time to let that go. Every site has an odd review here and there.
