You must have enough people in the family who wants to get rid of him to not let your mum back down and you can tell your mum there are resources available and he has friends so he won't be homeless for long.

I don't know if this would be the sort of thing you would want to do, but steal two times the amount he steals off you, and just use his excuse, and when people start blaming you just go mad like he does, until everyone goes back to normal and forgets about it.
