As far as "Flash" animation is concerned, Adobe Flash is the way to go. Of course there are several programs out there that will get the job done, but you by all means will not receive the versatility that flash has to offer if you use an alternative,
So if you want professional looking flash animations, Get Flash...
Don't forget that adobe has a free 30 day trial which you can check flash out with.

to tell you the truth there are no "good" free flash animators. Just go with the trial for now then buy an older version of flash. I use flash 8 and it's fine

Adobe Flash CS4 Get the free 30-day trial first.
LiveSwif A free Flash-like program, but it's way worse.
Pivot Stickfigure Animator A free stickfigure animator. Only exports as GIFs though, and is very bad. OK for beginners though..
Pencil Don't know much about it, but I think it's free.
KoolMoves Free trial
ToonBoom Used less for internet animation, more for TV.
