I'm trying to find a good, cheap webhost that i can use WordPress with, but i can't really figure out how. If i get a web domain, is that the same as a web hosting plan? Are there any plans with a per-year rate instead of a per-month rate?

The domain name is next to dirt cheap, it's the hosting that takes your money.
I used to use Servage hosting: http://www.servage.net/ I'm fairly sure they give the option of yearly payment.
