No, but there are alternative programs that are free.

Gimp
Paint.net

They don't have as many features as true photoshop, but they come close enough to fit most people's needs.

The programs I listed are open source so there is nothing illegal about what I recommended. I've done this type of response many times before and I've seen mods recommend the same programs as well. Please do your research on what is a 'warez' and what isn't before making a comment that isn't true. Good day.

Paint.net is my personal favorite.

Support a local composer. All you need to contribute is $10.00 per hour, for sixty years.
Or, you could just visit a profile page and rate/review stuff. Hint-ety hint hint.
