When I try to record in Audacity the audio track spikes like that and creates a humming sound when I play it back. Would the problem be with my microphone or with the program?

i use audacity alot to record my raps and it never makes a noise for me the best solution would be to get e new mic. or try the windows sound recorder and see if you mics makes a humming noise there if not then its audacity. if it is to audacity just uninstall then reinstall it.

Typically I wouldn't call it a program error. Since they're usually made well if they're that well known.

Check your microphone. See if it hums when recording silence. Also check the distance between what you're recording and your microphone. There could be some feedback coming through. You could also check the microphone connection to your recording equipment.

If all else fails, try a different program or a different mic.

Well it turns out that I can use my Rock Band microphone on my PC and it works with no hum.

I didn't think that USB devices for the Wii would work on my PC.

It was probably more likely your mic CABLE than the mic itself. Mics very rarely go out; cables get f*cked all the time.
Check your cable.
